DESCRIPTION:The NYS Council wants our members to have a clear understanding of the rules of the road related to sharing information about rates and other provisions in their contracts with commercial insurers. To this end\, we will host an important one-hour training next Friday\, October 28\, from 9:00-10:00 sharp.  Please save the date!   \nMore about the Training: \nCommercial Contracts and Antitrust: Why it is Never a Good Idea to Share Reimbursement Rates with Other Providers \nHealth plans generally regard reimbursement rates as confidential and proprietary information.  As a result\, disclosure of negotiated rates to other agencies can result in breach of confidentiality obligations under an agency’s commercial contracts\, potentially triggering financial penalties and terminations.  More problematic\, discussion of negotiated rates with other agencies can be viewed as unlawful price-fixing activities under federal antitrust law.  This webinar will offer recommendations to comply with commercial contracts and federal antitrust laws and explain the limited circumstances in which agencies may share payment rates with third parties without running afoul of legal obligations. \nThe speaker for this webinar\, Adam Falcone\, is a partner at Feldesman Tucker Leifer Fidell LLP.  Prior to joining the law firm\, Adam served as Trial Attorney in the Antitrust Division of the U.S. Department of Justice\, where he was assigned to the Health Care Task Force. \nNote:  This is the first in a series of NYS Council hosted trainings designed to address various aspects of contracting with insurers.  Stand by for further information about additional offerings. \n

DESCRIPTION:On Tuesday\, August 16th at 12:00 pm ET\, the National Council will host a webinar for all members on\, ‘”Incident To” Provisions of the Proposed 2023 Physician Fee Schedule” with Susannah Vance Gopalan of our outside counsel Feldesman Tucker Leifer Fidell LLP. \nBackground – The Centers for Medicare and Medicaid (CMS) is proposing updates to the 2023 Physician Fee Schedule that would create an exception to the direct supervision requirement of “incident to” billing to allow for general supervision\, which would allow certain mental health providers to be reimbursed without the physician or non-physician practitioners on-site requirement. DESCRIPTION:We are all aware of the stark reality that people with mental health conditions\, especially individuals of color\, face inequities in access\, quality\, and outcomes of healthcare services; challenges that have only been exacerbated by the COVID pandemic. The Office of Mental Health (OMH) developed a new Vital Signs Dashboard (VSD) for providers and counties to inform quality improvement planning\, identify emerging and persistent health disparities\, and promote health equity. \nThe VSD is a resource to assist in efforts to promote health equity in programs. SUMMARY:Advancing Behavioral Health Equity: Integration of the National CLAS Standards in Service Delivery
DESCRIPTION:The intent of the National Culturally and Linguistically Appropriate Standards (NCLAS) is to improve the quality of care\, help eliminate health care disparities\, and advance health equity by establishing a blueprint for health and healthcare organizations to implement culturally and linguistically appropriate services. \nMore than two decades after the release of the original CLAS Standards\, and eight years since the enhanced National CLAS Standards were published\, there is still much work to be done. Racial/ethnic disparities in health and health care remain a public health challenge\, despite advances in health care technology and new delivery systems\, and even when factors such as health insurance coverage\, income\, and educational level are taken into consideration. \nBy providing standards and specific action steps to implement culturally and linguistically appropriate services\, the enhanced NCLAS can improve an organization’s ability to address behavioral health care disparities. \nCome inform your service delivery\, agency approach and improve clinical outcomes by: \n–       Expanding and deepening your understanding of the NCLAS \n–       Discovering ways to improve access to care\, promote quality and reduce disparities \n–       Learning about resources to further implement these in your work \nFacilitated by Dr. Suganya Sockalingam & Scott van Loo\, this webinar will provide a foundational understanding of the NCLAS and its three themes: \n–       Governance and Leadership \n–       Communication and Language Assistance \n–       Accountability\, Quality Improvement and Community Engagement \nHosted in collaboration with the Pacific Southwest MHTTC.
