DESCRIPTION:The NYS Council for Community Behavioral Healthcare is pleased to announce the launch of ​two workgroups designed to support our members who currently\nparticipate in\, ​or who want to become involved in the CCBHC Program in New York State. \nTo ​increase ​​communication ​between ​NYS Council CCBHC Demo agencies\, to share lessons learned\, and to plan and implement advocacy that ​will resolve ​problems with the​ initiative\, ​the NYS Council will host a statewide workgroup for the federal CCBHC Demo agencies within our membership.  The first meeting of this workgroup will take place on November 10 from 10:30 – 11:30 via Zoom.  \nIn addition to the federal Demo Program\, over the past 3 years SAMHSA has awarded a total of 48 CCBHC Expansion Grants to eligible providers in NYS.\nAwardees receive a subsidy to establish services that resemble CCBHC programs and services; however\, the Expansion Grants are limited in terms of award amount and duration. \nTo increase the likelihood of success of NYS Council member agencies with current Expansion Grants\, and to educate potential applicants regarding the Program\, the NYS Council will host a statewide workgroup to support these providers. The first meeting of this workgroup will take place on November 14 from 10-11:00 am via Zoom.

SUMMARY:National Council RFA Informational Office Hour
DESCRIPTION:The National Council for Mental Wellbeing\, with support from the Centers for Disease Control and Prevention (CDC)\, is excited to announce an upcoming grant funding opportunity to support pilot projects integrating harm reduction strategies and public safety initiatives. \nUsing a competitive Request for Funding Applications (RFA) process\, the National Council will select up to eight sites to implement evidence-based and promising strategies and collaborative partnerships to reduce the risk of overdose and other drug-related harm for people who use drugs (PWUD) and people with substance use disorders (PWSUD) who are or may become justice-involved. \nAwards will be made in amounts up to $81\,250 for a yearlong project beginning January 2023. In addition to funding\, selected implementation sites will receive and participate in training and technical assistance (TTA) opportunities. \nEligible applicants will be nonprofit organizations in the U.S. that a) provide harm reduction services\, including syringe services\, naloxone or fentanyl test strips\, peer-based overdose prevention or response\, medications for opioid use disorder and linkages to substance use treatment to people who are at risk of drug overdose and b) can demonstrate current or past collaborations with public safety agencies. \nThe RFA will launch on November 15\, 2022. \nTo learn more about the funding opportunity and upcoming RFA launch\, join the National Council for an informational office hour on Wednesday\, Nov. 9 at 3 p.m. ET.

SUMMARY:Reissuance of the Intensive Crisis Stabilization Center RFP Webinar
DESCRIPTION:The New York State Office of Mental Health (OMH) and Office of Addiction Services and Supports (OASAS) issued a Request for Proposal (RFP) for the development of twelve (12) Intensive Crisis Stabilization Centers in January 2022. The original proposal was for the development of three (3) Intensive Crisis Stabilization Centers in the New York City Economic Development Region\, and nine (9) Intensive Crisis Stabilization Centers outside of New York City\, one (1) in each of the remaining Economic Development Regions. In July 2022\, a total of nine (9) providers were awarded. \nThe Offices will reissue this RFP for the remaining uncovered regions\, including two (2) Centers in the New York City Economic Development Region and one (1) Center in the Capital Region Economic Development Region. \nThe New York City Economic Development Region is comprised of the following counties: Bronx\, Kings\, New York\, Richmond\, and Queens. The Capital Region Economic Development Region is comprised of the following counties: Albany\, Columbia\, Greene\, Saratoga\, Schenectady\, Rensselaer\, Warren\, and Washington. \nIn preparation for this reissuance\, the Offices will host a forum to discuss potential barriers\, address questions\, and hear feedback from providers who may be interested in applying for the re-issued RFP in either the New York City or Capital Region Economic Development Regions. \nEligible agencies include those who operate Peer-led organizations. Eligible applicants are not-for-profit agencies with 501(c) (3) incorporation or Public Benefit Corporations\, who are licensed\, certified\, or otherwise authorized by OMH\, OASAS\, or the NYS Department of Health\, that have experience providing mental health and substance use treatment services to persons with serious mental illness and/or substance use disorders. \nAll Crisis Stabilization Centers will be jointly certified by NYS OMH and OASAS under Part 600 Regulations.  Crisis Stabilization Centers are developed in collaboration with the communities they serve\, including Local Mental Hygiene Directors\, schools\, community providers\, law enforcement agencies\, and other identified programs\, to provide a comprehensive continuum of care for referrals and follow-up. \nThe forum will take place on Tuesday\, November 1 from 9:00 AM – 10:00 AM. To this end\, we will host an important one-hour training next Friday\, October 28\, from 9:00-10:00 sharp.  Please save the date!   \nMore about the Training: \nCommercial Contracts and Antitrust: Why it is Never a Good Idea to Share Reimbursement Rates with Other Providers \nHealth plans generally regard reimbursement rates as confidential and proprietary information.  As a result\, disclosure of negotiated rates to other agencies can result in breach of confidentiality obligations under an agency’s commercial contracts\, potentially triggering financial penalties and terminations.  More problematic\, discussion of negotiated rates with other agencies can be viewed as unlawful price-fixing activities under federal antitrust law.  This webinar will offer recommendations to comply with commercial contracts and federal antitrust laws and explain the limited circumstances in which agencies may share payment rates with third parties without running afoul of legal obligations. \nThe speaker for this webinar\, Adam Falcone\, is a partner at Feldesman Tucker Leifer Fidell LLP.  Prior to joining the law firm\, Adam served as Trial Attorney in the Antitrust Division of the U.S. Department of Justice\, where he was assigned to the Health Care Task Force. \nNote:  This is the first in a series of NYS Council hosted trainings designed to address various aspects of contracting with insurers.  Stand by for further information about additional offerings. \n

DESCRIPTION:We are all aware of the stark reality that people with mental health conditions\, especially individuals of color\, face inequities in access\, quality\, and outcomes of healthcare services; challenges that have only been exacerbated by the COVID pandemic. The Office of Mental Health (OMH) developed a new Vital Signs Dashboard (VSD) for providers and counties to inform quality improvement planning\, identify emerging and persistent health disparities\, and promote health equity. \nThe VSD is a resource to assist in efforts to promote health equity in programs. SUMMARY:OMH Vital Signs Dashboard Webinar
DESCRIPTION:We are all aware of the stark reality that people with mental health conditions\, especially individuals of color\, face inequities in access\, quality\, and outcomes of healthcare services; challenges that have only been exacerbated by the COVID pandemic. The Office of Mental Health (OMH) developed a new Vital Signs Dashboard (VSD) for providers and counties to inform quality improvement planning\, identify emerging and persistent health disparities\, and promote health equity. \nThe VSD is a resource to assist in efforts to promote health equity in programs. Medicare’s Physician Fee Schedule\, updated yearly\, contains a comprehensive listing of the maximum fees physicians and other providers may be reimbursed under fee-for-service in Medicare. \nPlease join the National Council for Mental Wellbeing for a special webinar discussing the “incident to” billing provisions in the proposed Physician Fee Schedule rules for calendar year 2023. Equally alarming\, the rate of drug-related overdose deaths among U.S. teenagers nearly doubled in 2020.
