DESCRIPTION:The Office of the Attorney General is pleased to announce a public hearing on access to mental health care for people with serious mental illness in Western New York. The hearing will be held on Wednesday\, January 18th at 11AM. \nAttorney General Letitia James invites the public\, advocacy groups\, healthcare providers\, and government agencies to testify in a public hearing about access to mental health care for people with serious mental illness in the Western New York region. The Attorney General’s first public hearing on mental health in June 2022 in New York City elicited a wide range of testimony\, much of which was specific to the downstate region. In this second hearing\, the Attorney General seeks testimony on the challenges to accessing adequate mental health treatment in Western New York\, including crisis services for children and adults\, and the interface between the health care and criminal justice systems. \nOn Wednesday January 18th at 11AM\, Attorney General James will hold an in-person hearing at the Buffalo & Erie County Public Library\, in the Mason O. Damon Auditorium at 1 Lafayette Square Buffalo\, NY 14203.* Members of the public are invited to provide written or oral testimony relevant to this hearing. Please note that this is a regionally focused hearing and testimony will be limited to discussion of access to mental health care in Western New York. \nOral testimony for the hearing will be subject to scheduling constraints. DESCRIPTION:The New York State Office of Mental Health (OMH) is in the process of evaluating Assisted Outpatient Treatment or AOT  – also known as Kendra’s Law – and planning for a new study to evaluate the AOT program.   We have set up a focus group for the public mental health system – providers – with experience serving individuals enrolled in AOT. \nThe purpose of this focus group is to help us obtain input from you\, as a provider of service to individuals on AOT\, about what’s most important to study.  We’re also seeking input from individuals with lived experience related to AOT\, their family members and the advocacy community.  For information about those focus groups\, please email Suzanne Feeney\, Suzanne.Feeney2@omh.ny.gov \nFocus Group Information: February\, 2nd\, 2023   10:00am-11:30am \n Registration Link: \nhttps://meetny.webex.com/weblink/register/rebeb923e6b4a6703c9f59352e4f4a75a \nHistory \nOn August 9\, 1999\, the Governor signed Kendra’s Law (Chapter 408 of the Laws of 1999)\, creating a statutory framework for court-ordered Assisted Outpatient Treatment (AOT) to ensure that individuals with mental illness and a history of hospitalizations or violence participate in community-based services appropriate to their needs. The law became effective in November of 1999 and reviewed periodically by the legislature for continuation.  Since that time\, the New York State Office of Mental Health (OMH) has been evaluating the impact of Kendra’s Law on individuals receiving court-ordered services. This past Budget session\, in April of 2022\, included several new substantive changes\, and again extends the law until 2027. SUMMARY:OASAS/OMH Webinar on reissue of RFP of Supportive Crisis Stabilization Centers
DESCRIPTION:The New York State Office of Addiction Services and Supports (OASAS) and the Office of Mental Health (OMH) issued a Request for Proposal (RFP) for the development of twelve (12) Supportive Crisis Stabilization Centers (SCSCs) in June 2022. The original proposal was for the development of three (3) SCSCs in the New York City Economic Development Region (EDR)\, and nine (9) SCSCs outside of New York City\, one (1) in each of the remaining EDRs. In December 2022\, a total of ten (10) providers were awarded. \n The Offices will reissue this RFP for the new development of SCSCs in the remaining uncovered regions\, including one (1) in the Central New York EDR and one (1) in the Finger Lakes EDR. \nThe Central New York EDR is comprised of the following counties: Cayuga\, Cortland\, Madison\, Onondaga\, and Oswego. The Finger Lakes EDR is comprised of the following counties: Genesee\, Livingston\, Monroe\, Ontario\, Orleans\, Seneca\, Wayne\, Wyoming\, and Yates. \n In preparation for this reissuance\, the Offices will host a forum to discuss potential barriers\, address questions\, and hear feedback from providers who may be interested in applying for the re-issued RFP in the Central New York and/or Finger Lakes EDRs. \nEligible applicants are not-for-profit agencies with 501(c) (3) incorporation or Public Benefit Corporations\, including Peer-led organizations\, who are licensed\, certified\, or otherwise authorized by OMH\, OASAS\, or the NYS Department of Health. Eligible agencies must have experience providing mental health and substance use treatment services to persons with serious mental illness and/or substance use disorders. \nAll Crisis Stabilization Centers will be jointly certified by NYS OMH and OASAS under Part 600 Regulations.  Crisis Stabilization Centers are developed in collaboration with the communities they serve\, including Local Mental Hygiene Directors\, schools\, community providers\, law enforcement agencies\, and other identified programs\, to provide a comprehensive continuum of care for referrals and follow-up.   \n The forum will take place on Thursday\, March 16\, 2023\, from 2:30 PM – 3:30 PM. The forum invitation link can be found below.
