SUMMARY:OMH and OASAS Funding Opportunity- CCBHC Bidders Conference
DESCRIPTION:The New York State Office of Mental Health\, Office of Addiction Services and Supports and the Department of Health\, announce the development of 13 new Certified Community Behavioral Health Clinics (CCBHCs) within the ten economic development regions (EDR) of New York State which will participate in the federal CCBHC Demonstration. The Offices are seeking to develop 6 CCBHCs within the New York City EDR and 7 CCBHCs to the 9 EDRs outside of NYC\, as detailed in Section 4.3 of the RFP. \n\n\nAn addendum was issued to the original RFP regarding the bidders conference\, which will be held on August 9th from 1:30PM-4:30PM. Registration is required to participate in the Bidder’s Conference. Participation in the Bidder’s Conference is strongly encouraged for any agency which is considering submitting an application. This bidder’s conference will include a training for providers to assist them in the timely completion of the cost reporting requirement of the RFP\, which is also a requirement in establishing the CCBHC in accordance with federal timelines. An overview of the program and implementation requirements will begin at 1:30PM. An overview of the fiscal and cost reporting requirements will begin at 3:00PM. SUMMARY:Recovery Housing and the Americans with Disabilities Act
DESCRIPTION:Record rates of overdose deaths involving fentanyl\, along with the persistent issue of alcohol use disorder\, demand a multi-faceted policy approach. Social determinants\, such as housing\, and expanded access to medications for substance use disorder are part of effective\, long-term solutions. National standards for recovery housing\, along with protecting the rights of individuals under the law\, are central to facilitating a needed societal shift and maximizing opportunities for people with substance use disorder. \nRecognizing the central role that housing plays in improving outcomes for people with substance use disorder\, the Substance Abuse and Mental Health Services Administration (SAMHSA) recently issued Best Practices for Recovery Housing. In addition\, the U.S. Department of Justice is protecting the rights of individuals with substance use disorder afforded under the Fair Housing Act and the Americans with Disabilities Act. \nPlease join the O’Neill Institute’s Addiction and Public Policy Initiative for a timely virtual conversation on the current state of recovery housing and opportunities for improving recovery housing in the United States. The panelists will discuss efforts at the state and federal levels to improve access to quality housing for people in recovery from substance use disorder.

In the attempt to modernize the payment system and address funding inequities between historical and newer programs\, OASAS is working to develop new alternative funding approaches that provide greater equity across levels of care and types of providers. Drawing from models in other states\, newly developed payment structures will focus on ensuring value in quality care\, driving improved outcomes\, and facilitating programmatic operational efficiencies. HMA’s Kamala Greene-Genece and Joshua Rubin will provide an overview of possible payment models and specific strategies on how programs can begin to align themselves for the future.

Unhoused individuals are especially at risk of overdose deaths. Recent studies show drug overdose accounted for 1 in 4 deaths among people experiencing homelessness. As drug overdose deaths continue to rise\, so does the need for innovative\, early intervention and harm-reducing services. Programs across the country have begun to develop strategies to reduce harm in these at-risk populations. SUMMARY:OMH\, OASAS\, and NYS Education Department Office of Professions Joint Presentation on Professional Scope of Practice FAQs
DESCRIPTION:Since the sunset of the Social Work Exemption in June 2022\, OMH and OASAS have worked to clarify the roles and activities professionals of various disciplines can perform in their settings. OMH and OASAS have collaborated with NYSED Office of Professions to present an overview of the scope of practice and licensing process for the professions most commonly employed in OMH and OASAS programs. This presentation will include information from the Office of Professions on the various professions’ allowable activities\, supervisory requirements for licensure\, exemptions that may be applicable to staff in OMH and OASAS settings\, and tips for navigating the professional licensure or permit process. In 2022\, 46% of liver disease deaths among people ages 12 and older involved alcohol.\n\nDespite alcohol’s role in liver disease deaths\, medication treatments for alcohol use disorder (MAUD) are rarely used in patients with ALD\, in part because of stigma\, limited data on effectiveness\, and concerns about safety and further potential damage to the liver.
