In the attempt to modernize the payment system and address funding inequities between historical and newer programs\, OASAS is working to develop new alternative funding approaches that provide greater equity across levels of care and types of providers. Drawing from models in other states\, newly developed payment structures will focus on ensuring value in quality care\, driving improved outcomes\, and facilitating programmatic operational efficiencies. HMA’s Kamala Greene-Genece and Joshua Rubin will provide an overview of possible payment models and specific strategies on how programs can begin to align themselves for the future.

SUMMARY:SAMHSA Briefing on New Regs Impacting OTPs
DESCRIPTION:SAMHSA will be hosting a virtual briefing for stakeholders on new regulations impacting opioid treatment programs (OTPs). In February of this year\, SAMHSA issued final rule amending 42 CFR part 8 regulations governing OTP certification and treatment standards (often referred to as “Part 8”). Final rule becomes effective April 2\, 2024 and the compliance date is October 2\, 2024. \nOn Thursday\, March 14\, 3pm-4pm ET\, SAMHSA is hosting a briefing on the recent changes made to Part 8 regulations and you can register here to join.

The effective date for these regulations is April 2\, 2024\, with an implementation date of October 2\, 2024. \nIn preparation for implementation of the revisions\, SAMHSA will provide two preliminary webinars for OTPs.  The first will focus on administrative areas; the second will focus more on clinical content. These will be held on March 20th (from 2-3pm EST) and March 27th\, 2024 (from 2- 3pm EST). \nClick HERE to view the final rule. \nThere will be an opportunity to receive an overview of the rule changes and discuss with SAMHSA the implications of the changes. \nWe encourage you to attend these important meetings to assist you in determining how you will need to prepare for full implementation of these regulations. \nThis webinar series will be moderated by Mark W. We will send you the Zoom link on Friday\, March 22) \nDescription:  New York is now among 37 states who have gained Centers for Medicare and Medicaid (CMS) approval for an Substance Use Disorder (SUD) 1115 waiver demonstration\, with five additional states currently seeking approval. The ability and greater flexibilities to provide Medicaid reimbursement for residential and inpatient services is a driving force for state participation. However\, CMS also requires states to evaluate the impact of their demonstrations and to achieve certain milestones. \nOn March 26 from 10-11\, join HMA’s Gina Eckart and Kamala Greene-Genece to learn more about why states\, and specifically New York\, are levering this opportunity\, what NYS Council members need to know about their role in a successful SUD Waiver demonstration\, and how they can capitalize on the opportunity it presents.
