Today we want to ensure the final budget agreement include two proposals that would:  1)  extend APG government rates until 2027 (Part LL), and 2)  extend  APG government rates to Child Health Plus services (Part U) including:  CFTSS, Children’s HCBS, Children’s Act and Residential Youth Services.

The NYS Council has had these two priorities at the top of our Budget Priorities “To Do” list throughout the budget making process.  Our efforts are always focused on ensuring adequate access to and continuity of care for adults and children receiving care from the public mental hygiene system, and APG government rates in combination with significant rate increases are a necessity to ensure provider viability.

Message:  Community-based mental health and substance use services have been underfunded for more than a decade.  We vigorously support Part LL that would ensure behavioral health APG government rates are extended to 2027, and Part U that would ensure critical children’s services are reimbursed at APG government rates going forward.  Thank you!
