OASAS Withholds
OASAS has been informed that we can release the 20 percent withholds to counties and NYC DOE, which were applied as part of the July 2020, October 2020 and January 2021 State Aid Advance process.
My staff will be working to issue these payments as soon as possible. It is anticipated that a supplemental 2020 payment will be issued for counties to release the July 2020 and October 2020 withholds applied.
The January 2021 withhold for counties; July 2020, October 2020 and July 2021 withholds for the NYC LGU; and October 2020 and July 2021 withholds for the NYC DOE will be repaid as part of the April 2021 quarterly advance calculation.
Notices will be sent with revised State Aid Advance Calculation Worksheets as part of the payment process.
OMH Withholds
OMH has received DOB approval to process payments on the current year 2020-21 withholds to the counties and NYC. We will be reissuing State Aid Letters and processing these payments as quickly as possible. We have a provider fiscal call scheduled for Thursday 2/25 to share the latest information on this in terms of status/timing but we wanted to make sure your members have the latest update. The payments on the withholds will include the 5% residential withholds for July 2020 and the 20% non-residential withholds for July 2020, October 2020 and January 2021.
As you know, the proposed 2021-22 Executive Budget for OMH still has a proposed 5% reduction for non-residential SAL programs effective April 1st which will depend on legislative action and/or Federal stimulus relief.
