Follow-Up from NYS Council Webinar on 3/11/24

Thanks to all who attended our Webinar this morning in which we discussed what we know about the OASAS Addiction Funds Restructuring Initiative, and how providers should prepare for whatever comes next.
Last fall we sent information and resources to all members re: the new OASAS Restructuring Initiative as well information regarding the consulting firm OASAS has chosen to work with on this project. Apparently OASAS retained Third Horizon Strategies in August 2023.
Top Line Takeaways:
- The OASAS Restructuring Initiative has a 5 year timeline.
- The Initiative appears to be focused on equitable and efficient re-distribution of OASAS net deficit funds however the interaction between various funding streams will be considered.
- OASAS intends to work in cycles in which certain Programs/Services that have certain commonalities, will be grouped together.
- Third Horizon Strategies began its work with the field by sending out a provider survey although (according to our members) not ALL providers received it.
- Third Horizon is planning to host focus groups for some providers in various parts of the state beginning next month.
I have reached out to OASAS to discuss which specific OASAS Programs/Services will be considered first as the Project moves through its various ‘cycles’ over the next 5 years. I will also make a heavy pitch for inclusion of ALL providers to be invited into all aspects of this process, regardless of whether they currently receive net deficit funds.
