Attached please find a May 2021 version of a draft Concept Paper the Department of Health is working on for eventual submission to CMS.  The Concept Paper is the first in a multi-step process New York must take prior to submission of its’ actual 1115 waiver application to CMS.  Note:  This version is marked DRAFT and is now almost three months old.  Brett has been clear with various audiences that the elements of the plan described in the draft are subject to change.
