More on Final Budget Agreements

Continuing our analysis of state budget deals, it appears the final budget deal does NOT include Health and Mental Hygiene (HMH) – Part HH that would have required pharmacies to have a 30-day supply of Naloxone and other MAT on hand.  

The budget also omits HMH – Part KK that would have made reforms to the OASAS Capital Program.

Finally, HMH – Part JJ that would have required OASAS to conduct an Alcohol Awareness Program has also been omitted.

The final budget also includes Park K (see attached) pertaining to appropriation of funds from Round 3 of the Statewide Healthcare Transformation Fund program as well as a new fourth round of funding under this program. 

NOTE:  The NYS Council had requested set asides for MH and SUD providers.  This budget proposal includes $25M for MH and SUD providers specifically from Round 3 funds of $450M, and also $25M for MH and SUD providers from the Round 4 $750M appropriation.

Below is what is in the final budget:

$450 million for the applications submitted in Round 3 with funding provided by 12/31/22 with a minimum of $25 million earmarked for MH and SUD providers, $25 million for community based health care providers including D&TCs, individual providers,  home care, and hospice, and $50 million for residential health facilities and adult care facilities

  • $200 million for emergency departments
  • $750 million without competitive bid for new applications again with a minimum of $25 million earmarked for MH and SUD providers, $25 million for community based health care providers including D&TCs, individual providers,  home care, and hospice, and $25 million for residential health facilities and adult care facilities
  • $150 million to support technological/telehealth transformation projects
  • Up to $50 million without competitive bid for residential and commercial based alternatives to the traditional nursing home care
  • Required report on quarterly basis to Senate/Assembly finance and health committees regarding each award, provider, description, amount, dates and status of achieving metrics
