Looking forward:
Reminder: During the recently concluded NYS 2025 legislative session, lawmakers gave Governor Hochul the power to adjust state spending by up to $2 billion without their approval if revenue is anticipated to decline. Lawmakers would have 10 days to return to Albany to block such an adjustment if they don’t like Hochul’s plan and in this scenario the Governor would be likely to challenge lawmakers to come up with an alternative plan to plug the numerous fiscal holes the megabill creates.
