General discussion of Medicaid-related investments in Human Services begin on page 75 – but this is not necessarily inclusive of all executive proposals/increases as budget bills not out yet.  Governor just mentioned Minimum Wage hike, but at pg. 75, says $500M COLA for Human Services, and $2.4B in Health Care Capital Infrastructure investments.

Governor just discussed MH in her budget address.  Again, overall $1B in MH investments (as previously discussed in State of the State).  Also $10M in school-based clinics.

Attached please find the Fiscal Year 2024 New York State Executive Budget Briefing Book. Governor Hochul has just begun a presentation of the  2023-24 Executive Budget Proposal from the Capitol’s Red Room.  At 2:00 p.m., Acting Division of the Budget Director Sandra Beattie will host a technical briefing in the Capitol’s Blue Room.
