I have not read the Report (linked below) thoroughly but it appears SAMHSA got slammed by the (federal) OIG re: CCBHC Expansion Grant oversight.

It is unclear whether this has anything at all to do with a delay of the CCBHC Expansion Grant awards announcement for the next round of Grants (submissions were due May 22 with an announcement of awards at the end of August).  

The National Council is saying the awards announcement is coming any day now.  There is currently nothing on the SAMHSA website as of an hour ago.
