Children’s BH Transition: Update
January 3, 2020
With the new year, we want to provide an update on the Children’s BH Managed Medicaid transition. Always feel free to contact us with any questions or concerns about the Children’s Transition implementation and how it affects your agency.
Note: If you are a provider of crisis services to adults or children, please note that DOH, working with OMH, has effected an emergency designation of adult crisis providers to allow them to provide children’s crisis services as well. Letters were issued at the end of the year to providers and plans. If you are a provider of adult crisis services and have questions about this designation and what it means for you, don’t hesitate to reach out to us for assistance.
Timeline
- With the January 1st implementation of children’s Crisis Intervention (CI) and Youth Peer Treatment and Support (YPTS), the state is on track with its timeline for Children and Family Treatment and Support Services (CFTSS).
- As of January 1, 2020, the enhanced rate has been removed for Other Licensed Provider (OLP), Community Psychiatric Supports and Treatment (CPST), and Psychosocial Rehabilitation (PSR). Find those rates here: OLP, CPST, PSR FINAL Rate Summary (PDF) – April 2, 2019
SPA Amendment for YPTS and Crisis Services
- The Department of Health submitted a SPA amendment on December 27, 2019 for YPTS, modifying requirements for the YPTS supervisor to include three, rather than four years of professional experience. Supervisory requirements have also been expanded to include a qualified mental health staff person. These changes are expected to increase the potential pool of prospective YPTS supervisors, improving hiring, recruitment, and retention.
- The full copy of the SPA submission, dated December 31, 2019 in the State Register, can be found here: https://www.health.ny.gov/regulations/state_plans/status/non-inst/index_2020.htm
