In his first month in office, President Trump issued 108 Executive Actions including 73 Executive Orders, 23 Proclamations and 12 memorandums. Despite promises to leave Medicaid funding intact, the House of Representatives budget proposal likely to come under consideration this week calls for devastating cuts to Medicaid. 

The NYS Council urges you to schedule meetings and/or call your representatives in Congress TODAY, especially the Republicans members of New York’s Congressional Delegation (Representatives: LaLota, Garbarino, Malliotakis, Lawler, Langworthy, Stefanik, Tenney.)

It is especially important to reach out (and keep trying) to Rep. Nick Langworthy’s office/staff since he is a member of the all-important House Energy and Commerce Committee that has responsibility for the Medicaid Program’s budget. This committee will be responsible for identifying $880B in cuts over the next 10 years should the House R’s budget framework move forward this week as envisioned.

MESSAGE: I am calling from  ____________ , a community-based safety net agency with many programs and services in your district.  We are very worried about the future of mental health and substance use disorder services based upon the fact that Medicaid appears to be the “Pay For” in the Reconciliation process. When we hear about cuts to Block Grants, per capita caps, and reducing the FMAP – that all translates into less resources coming to NYS and it means less money for behavioral health services at a moment in time when waiting lists across the state are months long and suicide and overdose rates are rising in certain underserved communities.   NYS’ FMAP is 50%, the lowest percentage in the country. Reducing the FMAP is a cost shift that cannot be fully absorbed in the State budget. Nor can the loss of Federal resources be shifted to Local Government, because for the past 10 years, the local contribution has been capped – saving local governments nearly $50 billion and keeping real property taxes in check across New York.  If there are dramatic reductions in federal support, we will see reductions in MH and SUD services; a reduction in our workforce; and property taxes will increase to make up for the shortfall in federal support.

We urge you to reject any budget resolution that would cut the Medicaid Program. Taking a blunt instrument to a federal program that is a lifeline for so many New Yorkers will result in absolute chaos, increased poverty, and higher costs for the state since many community-based agencies that are reimbursed through the Medicaid Program would be forced to close their doors, leaving New Yorkers (including your constituents) stranded and leaning on local hospitals and other acute care services that are far more costly healthcare.
