Gap Funding for SAMHSA CCBHC Expansion

The NYS Council has continued to advocate for financial assistance for those CCBHC Expansion Grant agencies that ran out of funds at the end of their CCBHC Expansion Grant that expired on 4/30/22, or for those who anticipate their funds running out before the next round of grant awards are announced by SAMHSA. There are agencies struggling to keep the CCBHC services resulting from these Expansion Grant funds operational, and so we have kept up the drumbeat on this matter.
The state agencies are clearly committed to ensuring continuity of care for individuals receiving CCBHC services. We are pleased to share the information (attached) from Bob Blaauw regarding gap assistance for impacted agencies.
This problem is not one that was created by any action the state did/did not take, but the state is demonstrating its’ ongoing commitment to ensure continuity of care during the 5 month gap in funding that you may be struggling with.

(OMH Letter to Impacted Providers)
Dear Provider:
The Office of Mental Health is announcing a one-time funding opportunity to address a potential funding gap for providers who were awarded the SAMHSA CCBHC Expansion Grant SM-20-012. This funding opportunity allows CCBHC providers in NYS who were awarded a SAMHSA CCBHC Expansion Grant SM-20-012 to apply for and potentially be awarded a subsequent grant to continue the services funded by SM-20-012 until at least October 1, 2022. It is anticipated that this funding, if awarded, will support services developed under Award SM-20-012 to continue until such time as the new awards are announced, and will not be used to temporarily expand services or develop services that were not approved by SAMHSA under SM-20-012.
The Bridge Funding Award Announcement, which also identifies the required documentation that must be submitted to apply, and the Bridge Funding Attestation documents are attached to this announcement email. The opportunity to apply for this bridge funding is time limited and in order to be considered for this award an application which includes all required forms and documentation must be received by OMH no later than COB August 12th 2022. Applications, and supporting materials required, shall be submitted to CCBHC@omh.ny.gov and CBFM-FederalUnit@omh.ny.gov. To decline funding through this opportunity, please reply to CCBHC@omh.ny.gov and CBFM-FederalUnit@omh.ny.gov, so we may document this as well.
