Governor Hochul and members of her administration just announced a “conceptual agreement” on the 2023-24 State Budget.  She was not joined by either Majority Leader Stewart-Cousin and Speaker Carl Heastie. Both Democratic Majorities left the Capitol earlier today saying that a deal was not yet in reach according to various press reports. The Governor said she had spoken to the leaders and that the discussions were at a point where bills could start being printed.

Leaks regarding various deals (described as ‘tentative’ just a few hours ago) have increased over the last 8 hours to include discussion of a 7.5% Medicaid rate increase for inpatient hospital services and a 6.5% hike for outpatient hospital care and nursing homes, totaling $100M.
