Second Phase of FCC Money

Last week we sent all members notice of a second round of FCC funding (see below).

Earlier this week we followed up with a note that acknowledged SUD providers were not overtly included on the list of eligible entities.  I had reached out to Chuck Ingolia at the National Council to clarify that SUD providers are indeed eligible.  Chuck told me that he had already had a conversation with leads at the FCC who advised that SUD providers should indicate they are eligible using the CMHC eligibility category. I spoke to Chuck again yesterday to re-verify this information.  He again stated that SUD providers should indicate they are eligible as CMHCs.

The application is now live and will remain so for the duration of the application window, from April 29, 2021 at 12pm ETto May 6, 2021 at 12pm ET. Applications will not be reviewed nor will application decisions be made until after the window closes.  You are strongly encouraged to submit your paperwork as soon as possible.

Subject: HEADS UP! Second Phase of FCC Money Announced

NYS Council members,

The FCC has opened its second phase of their COVID-19 Telehealth Program with an additional $250 mil available to eligible providers including community mental health and substance use organizations.

Organizations are strongly encouraged to apply for these grants that may be used to fund technology and equipment to bolster service delivery via telehealth in response to the COVID-19 pandemic.

These funds are to be used to respond to the growing need of telehealth during the Public Health Emergency created by the pandemic. Subsequently, they also build a foundation of telehealth to better position behavioral health providers to meet the needs of strong crisis response in the community and perhaps can contribute the foundation needed for 988 implementation.

From the FCC: 

The Round 2 Application Filing Window will open at 12:00pm, ET, on Thursday, April 29, 2021 and will close at 12:00pm, ET, on Thursday, May 6, 2021.   Round 1 applicants that were not funded will need to submit a new application.   For additional information on Round 2, please refer to the Universal Service Administrative Company’s website.  If you have specific questions regarding the Round 2 application process, please reach out to USAC at Round2TelehealthApplicationSupport@usac.org.
