Subject: Important Update to Client Data System (CDS)

Dear Providers, 

Earlier this month, OASAS announced upcoming changes to the OASAS Client Data System (CDS), allowing programs to submit updates on the use of Medication for Addition Treatment (MAT) in a more timely and efficient way. This reporting requirement applies to Outpatient, Opioid Treatment, and Residential services programs, and is available for use as of October 1, 2025, as previously announced.   

Although OASAS encourages providers to begin reporting MAT changes to the CDS as close as possible to October 1, programs will be given a pause of enforcement activities until January 1, 2026, in order to allow additional time to implement changes to their systems.

On the User Guides tab, we have also placed the guide for Medication for Addiction Treatment (MAT) Update.  

The information collected on the MAT Update Form (PAS-47M) is vital to ensuring equitable access to medication for Medication for Addiction Treatment (MAT) across the OASAS continuum of care. Additionally, for programs providing methadone, maintaining accurate medication records is critical for federal compliance.  While we do expect that the number of situations in which the MAT Update Form will apply will be quite small for individual programs, OASAS has taken steps to minimize the administrative burden in the following ways: 

  1. Rather than developing an entirely new form, which would require providers to develop an entirely new framework for submitting this data, we duplicated and modified the existing PAS-47 (Transfer) form. 
  2. Accessing the MAT Update form is identical to how providers currently use Client Management within OASAS Apps as an entry point for starting transactions. 
  3. For data entry, providers will be familiar with data entry screens with minor changes to allow for a within program update. 
  4. The batch specifications for the MAT Update are nearly identical to those for the Transfer/PAS-47 file layout, again with minor business rule edits to allow for within program updates and remove some required elements on the transfer. The batch function is now open for testing.  To submit test records, use the transaction date on or after June 1, 2025 and the updated batch specifications, available on the OASAS Apps page. 
  5. As indicated in the form instructions dosage, frequency, and/or take-home supply information is not required. This means that those changes do not require a MAT update. The PAS-47M is only required when terminating or adding new medication.
