Hooray!

Below is a link to the much anticipated Outpatient Clinic Licensure Threshold Guidance we’ve been waiting for.  Although the cover letter speaks to OMH providers, clicking on the embedded link takes you to the guidance that speaks to certain OASAS, OMH and DoH Programs.

Background:  We sent you a note about 10 days ago sending up a flare that we expected the guidance to (finally) come out on or around October 1 and that it is effective October 1, 2024.  We also know the September DoH Medicaid Update will have more information.  Attached is the slide I’ve been sending to all NYS Council members periodically to keep everyone aware of the fact that the NYS Council has been pushing on this with DoH for about a year and ever since DoH representatives joined us on a Thursday last year to review the topic with us (see the content on the slide).

New guidance has been released that updates the licensure thresholds that allow certain OMH licensed Article 31 Mental Health Outpatient Treatment and Rehabilitative Service (MHOTRS) providers, DOH licensed Article 28 primary care providers, OASAS licensed Article 32 addiction outpatient treatment providers, and OPWDD licensed Article 16 intellectual and developmental disability (I/DD) service providers to provide comprehensive ambulatory services.
