Note to Members re: PRWORA Training

Please note:  Yesterday we resent the advertisement (below) to all members.  In a previous communication advertising the Webinar (below) we explained that this is the same PRWORA training we hosted for all NYS Council members in July, immediately after the Trump administration amended the definition of ‘federal public benefit’ in PRWORA.

The NYS Council hosted (and paid for) Feldesman attorneys to facilitate a Webinar for us so we could bring our members the info you needed immediately.  The Webinar (described below) is essentially the same as the one we hosted for our members last month.

  New Restrictions on Providing Federal Public Benefits to Noncitizens: Immediate Impacts for Behavioral Health Providers

In July, the U.S. Department of Health and Human Services (HHS) issued a notice reinterpreting “Federal public benefit” and including many behavioral health programs as meeting the new, broader definition.

Programs funded under Certified Community Behavioral Health Clinics, Community Mental Health Services Block Grants, and Substance Use Prevention, Treatment and Recovery Services Block Grants, including certain programs administered by SAMHSA, are now subject to the reinterpretation.
