This is the second in a series of articles co-authored by NY Times Investigative Reporter Jan Ransom who is also the co-author of an article that ran in the Times on November 20.  That article explored the complex issues facing New Yorkers who are homeless and who have a mental health diagnosis and have been involved in a sentinel event such as a physical attack, etc.  That article was mostly focused on the service delivery system in NYC.
