The NYS Council is once again leading a statewide effort to compel Governor Hochul to include a proposal in her upcoming ’25-’26 budget that removes most outpatient mental health and substance use disorder services from the state’s Medicaid managed care program, returning responsibility for reimbursement of these claims to the state’s Medicaid Fee for Service (FFS) system. This includes keeping reimbursement for CCBHC Demo services out of Medicaid managed care if/when the federal demonstration expires in 2025.
To this point we have met with representatives from the Administration several times, and later today we will be meeting with leaders from the Department of Health to include DoH Commissioner James McDonald.. As such we need a loud army behind us today and as we continue to step up our advocacy efforts.
