OASAS Contract Termination Letters

At 5 pm, OASAS transmitted ‘Dear Grantee’ Letters, officially notifying impacted providers of the termination of SUPTRS obligated grant funds as first discussed during the OASAS Town Hall earlier this week.  (See example of Letter below).  Please note the information I highlighted in yellow that should help you track your OASAS contracts that are impacted by this termination.  

Over the weekend, the NYS Council will add two letters to our Letter Generator page where you can quickly contact members of the NYS Congressional delegation to express your concern over this latest move by the White House, and urge them to take action to preserve the Programs and Services that are impacted. On Monday the NYS Council will circulate a brief survey requesting information from members regarding anticipated local impacts on your community. 

I’m sorry to bring you confirmation of what I know is very bad news.  

Please know that we have been speaking with members of the NYS delegation to express our concerns and to seek financial assistance.  We will continue to press for resources at the state and federal levels to turn this around.

Dear Grantee,

The New York State Office of Addiction Services and Supports (OASAS) was informed by the Federal Government on March 24, 2025, that Supplemental Substance Use Prevention Treatment and Recovery Services (SUPTRS) obligated grant funds have been terminated effective immediately as of March 24, 2025.  

This letter serves to notify your agency that your Supplemental SUPTRS Contract(s) has been terminated as of COB today, March 28, 2025.  These contracts were executed from OASAS and start with CFI or CFA. 

Therefore, any expenditures related to these contracts incurred after March 28, 2025, will not be reimbursable. New York State OASAS cannot process or acknowledge any expenses dated beyond this termination date.

Additionally, please submit a final expense report for your grant funds, along with all required backup documentation, by Wednesday, April 23, 2025. This should be sent to the COVIDFundsVOUCHERS@oasas.ny.gov mailbox.  For any questions, you may contact OASAS Accounts Payable at COVIDFundsAP@oasas.ny.gov

Expense reports for expenses paid from March 25, 2025, to March 28, 2025, should be submitted on separate forms from expenditures paid prior to March 25, 2025. 

We encourage you to reach out to your congressional representatives to express your concern over this abrupt discontinuation of obligated funding to your community.
