Dear Provider:
I am writing to acknowledge the serious and ongoing disruption to providers’ billing due to the Change Healthcare Cyber Attack. Please know that OASAS is working daily with our state partners to support providers and identify solutions.
The most recent information available to us indicates that it will be several weeks before Change Healthcare will be able to return to normal operations. As you identify specific fiscal implications for your program, I strongly encourage you to immediately reach out to your Regional Office representative to discuss your individual circumstances.
Below, I have included a list of the resources that OASAS is currently aware of that may be helpful:

- DFA Circular letter to Health plans. Insurance Circular Letter No. 2 (2024): Suspension of Certain Utilization Review Requirements, Appeal Timeframes, Claim Submission Timeframes, and Eligibility Verifications | Department of Financial Services (ny.gov)
- HHS released a statement and has suggestions specific to Medicare billing. HHS Statement Regarding the Cyberattack on Change Healthcare | HHS.gov
- NYS Medicaid Managed Care plans are encouraged to provide advanced payments to providers that are most affected. Reach out to plans directly and contact PICM at PICM@oasas.ny.gov with any questions.
