I just received the following helpful information from our government relations consultants. It highlights various funding increases under OMH and OASAS including Aid to Localities budgets.
OMH:
Increases over last year’s final budget include:
- Up $161 million is provided from enhanced FMAP for HCBS for OMH to distribute without a competitive bid or RFP for services and expenses of qualified applicants.
- Increased funding of $26.3 million for community MH residential program
- $14.96 million for 1% COLA
- $1.1 million more from last year for minimum wage (total $5.1 million)
- Several “member items” for funding local programs
- Rejection of 5% ATL cut proposed in Executive Budget
- $40.62 million for services and expenses associated with MH federal block grant for adult services with reports due related to disbursements July 1, 2021, October 1, 2021 and annually thereafter.
- $9.38 million for funds administered by OMH consistent with federal law and requirements for children and youth services with reports due related to disbursements July 1, 2021, October 1, 2021 and annually thereafter.
OASAS:
Increases over last year’s final budget include:
- Up $11 million is provided from enhanced FMAP for HCBS for OASAS to distribute without a competitive bid or RFP for services and expenses of qualified applicants.-Increase in $3.765 million for residential services
- Nearly $4 million increase for problem gambling, chemical dependence outpatient and treatment support services
- $400,000 more for minimum wage, total $1.8 million
- $4.325 million for COLA
- $5 million for jail based SUD treatment
- $32 million from opioid settlement for treatment and prevention of opioid use disorder including MAT; consistent with terms of February 4, 2021 Final Consent Order and Judgment (page 987)
- Several “member items” for funding local programs
- $71.344 million to OASAS for services and expenses associated with federal block grant from federal HHS (page 989) with reports due related to disbursements July 1, 2021, October 1, 2021 and annually thereafter.
- Approximately $2 million more for services and expenses related to prevention and program support
- Approximately $1 million more for recovery services, including housing
- $28.656 million to OASAS for services and expenses associated with federal block grant from federal HHS (page 993-994) with reports due related to disbursements July 1, 2021, October 1, 2021 and annually thereafter.
