READ THIS: NYS Council Advocacy: OASAS WILL DELAY
requirement to use OASAS PAS47M

September 12, 2025

As you know, on Monday the NYS Council sent a letter to OASAS Commissioner Chinazo Cunningham and others at OASAS requesting a delay of implementation of use of the new PAS47M for residential, clinic and OTP providers.  I just received word that OASAS is going to delay the implementation (and effective date for this new requirement) until January 2026.  I do not have a precise day on the calendar for the new effective date in January but OASAS will be sending details to the field shortly.

THANK YOU for your input that helped us to achieve our initial objective.  I will thank OASAS leadership for being responsive to our request, and urge them to provide clarity in the areas NYS Council members have told me they need more information on use of the form.  At the same time we will meet with OASAS leaders to sort it out and (hopefully) reduce the reporting burden.  I do not believe this new form is going away, and I do not believe the requirement will be pulled back entirely, but I do believe we now have a chance to work with OASAS to streamline, point out where the Office could find the info they are looking for in other required reports, etc.

YAY TEAM!!!
