In the attached, please find the following Revised Rule Makings published today in the State Register by OMH related to:

  • Admission and Discharge Criteria for Psychiatric Inpatient Units of General Hospitals
  • Admission and Discharge Criteria for Comprehensive Psychiatric Emergency Programs
  • Admission and Discharge Criteria for Hospitals for Persons with Mental Illness (RP)

Also below please find a Public Notice from today’s State Register by NYSDOH related to reimbursement of health homes by CCOs which we thought would be of interest.

PUBLIC NOTICE
Department of Health
Pursuant to 42 CFR Section 447.205, the Department of Health
hereby gives public notice of the following:
The Department of Health proposes to amend the Title XIX
(Medicaid) State Plan for Health Home Services Provided by Care
Coordination Organization services to comply with the Fiscal Year
2025 Enacted Budget. The following changes are proposed:

Non-Institutional Services
Effective on or after August 1, 2024, the reimbursements for Health
Home Services Provided by Care Coordination Organizations (CCO’s)
will be reduced in accordance with the Fiscal Year 2025 Enacted
Budget.
The estimated net aggregate decrease in gross Medicaid expenditures attributable to this initiative for State Fiscal Year 2025 is
($12.7M).
The public is invited to review and comment on this proposed State
Plan Amendment, a copy of which will be available for public review
on the Department’s website at http://www.health.ny.gov/regulations/
state_plans/status. Individuals without Internet access may view the
State Plan Amendments at any local (county) social services district.
