The NYS Council drafted an earlier version of the document (ATTACHED) in September at which point we shared it with all members.  We revised it in early November and I wanted to share it with you today.  Generally, this is the briefing document we have been using in our budget meetings with representatives from the Administration that began for us in August, to include meetings with executive chamber representatives, DoB, DoH, OASAS and OMH as we continue to push for our priorities to be included in the Governor’s upcoming proposal due out on January 18, 2026.  Note:  We have separate documents we sent to OMH and OASAS that flesh out our recommendations for Regulatory Relief and Administrative Streamlining as requested by the O agencies in early October.  We also prepared formal comments in response to the state’s request for recommendations for its application to the Rural Health Transformation Program.  We submitted those recommendations on September 19.
