Earlier today OMH providers may have received the following communication (see below) from SOMH re: the termination of several federal grants, effective 3/24/25. So, both Offices have received word from SAMHSA re: grant programs that are being cancelled effective 3/24/25. We MUST TAKE ACTION to ensure we can continue to provide these essential services in the weeks and months to come.

PLEASE use this link: https://nyscouncil.org/advocacy-action-center/ to generate letters to Governor Hochul and your Assembly / Senate representatives calling on them to establish a Contingency Fund in each of the two state agency budgets, from which OASAS and OMH can use the funds to ensure continuity of care and assist agencies as they work to mitigate the impact of these devastating actions. In the meantime, we will seek a meeting with the Executive as soon as possible, and we will work with the legislative committee chairs to elevate our request and pressure all parties to find a solution to this problem in the remaining days of state budget negotiations.

Dear Grantee,
New York State Office of Mental Health (OMH) was informed by the Federal Government on March
24, 2025 that the Covid Mitigation Grant (B09SM085902 / 21B3NYCMHSC6), Covid Response and
Relief Supplemental Appropriations Act (CRRSAA) Grant (B09SM083990 / 21B1NYCMHSC5) and
American Rescue Plan Act (ARPA) (B09SM085374 / 21B1NYCMHSC6), grant funds have been
terminated effective as of March 24th, 2025.
The purpose of this letter is to notify your agency that any expenditures of Covid Mitigation,
CRRSAA, or ARPA grant funds after March 24th, 2025, are not reimbursable. New York State OMH
cannot reimburse or recognize any expenses incurred after March 24th, 2025, for these grants as a
result of the termination.
This letter also serves as a notice that a final expense report for your grant funds including all
relevant backup must be submitted by Wednesday April 23, 2025 to the CBFM-
FederalUnit@omh.ny.gov mailbox using the attached expenditure report template.
