Some Good (Breaking) News re: Budget Reconciliation

The House Majority leadership’s legislative schedule for their budget reconciliation bill ‘markup’ process is starting to slip backwards. This development means leaders are are likely having a difficult time lining up the votes needed to move its various components forward.

The leadership’s plan has been for all their members to come to agreement behind closed doors by this weekend (which they now obviously have not), do the spending cuts mark-ups next week, do the tax cut mark-ups the following week, and take it to the floor the week after that, with the goal of passage before their Memorial Day week recess.

Specifically, the House is pushing back their Energy and Commerce (Medicaid) mark up meeting, the House Ways and Means (taxes) mark up has slipped along with the Agriculture markup (food programs) until the week of May 12 (which could still mean they aim to pass the full reconciliation package by the Memorial Day recess.)

This delay gives us more time to underscore what’s at stake – and make sure Congress hears loud and clear that voters strongly oppose fast-tracking cruel legislation that would gut basic human needs programs—all to give tax breaks to the wealthy.

GOP leaders take more time for key megabill markup after Medicaid snags
The Speaker has said he wants a package passed by the end of the month.

House GOP leaders are pushing Energy and Commerce Committee’s megabill markup another week as Republicans try to resolve lingering issues over spending cuts to Medicaid.

The panel will now likely hold its markup the week on May 12, according to four Republicans with direct knowledge of the matter. And, the committee will hold a series of member meetings next Tuesday and Wednesday.

One of the key issues remaining is how far Republicans go to implement a controversial proposal to cap federal Medicaid payments to states, as leaders try to work through various estimates about savings, according to two other people with direct knowledge.Speaker Mike Johnson, Energy and Commerce Chair Brett Guthrie and other members of the House GOP leadership team ran through Medicaid proposals and other major pieces of the GOP’s party-line domestic policy package with President Donald Trump during a White House meeting Thursday. The White House also presented Johnson’s team a list of items they want in the bill.GOP leaders are also pushing back their hopes for holding the Ways and Means Committee’s markup of the tax portion of megabill. Members had hoped to meet next week but are now punting to the following week — their longstanding backup option — as negotiations continue on issues under that panel’s purview too.
