Attached, please find:

1) An Emergency Rule Making published today in the State Register by OCFS related to Establishing Minimum Standards to Control the Spread of COVID-19 at Residential Congregate Programs.

2) Also please find a Proposed Rule Making published today by SED related to Continuing Education (CE) Requirements for Psychologists, Social Workers and Mental Health Practitioners. The Rule amends Education Law, and would require certain practitioners to complete 3 CEs on the topic of maintaining professional boundaries between patients and practitioners.   A 60-day Public Comment period begins with today’s publication.

3) The third attachment is an Emergency Rule Making published today by the Workers’ Compensation Board related to Allowing Telemedicine in Some Circumstances which Supersedes the Previous Emergency Adoption.  Included in this rule are billing codes for psychotherapy and other services by psychologists and licensed clinical social workers via telehealth.
