Community Mental Health Loan Repayment Program:
Psychiatrists, Psychiatric Nurse Practitioners, Psychiatric Physician Assistants

The New York State Office of Mental Health has issued a Request for Application (RFA) for a minimum of one-hundred twenty (120) OMH Community Mental Health Loan Repayment Program (OMH CMHLRP) awards with the purpose of recruitment and retention of psychiatrists, psychiatric nurse practitioners (NPs), and psychiatric physician assistants (PAs).

For licensed programs, the OMH CMHLRP is awarding State Aid grants for loan repayment for both eligible existing or newly hired psychiatrists, psychiatric nurse practitioners, and psychiatric physician assistants in designated community mental health settings throughout New York State as follows:

  • For psychiatrists, the OMH CMHLRP provides up to $120,000 in loan repayment over a three-year period.
  • For psychiatric nurse practitioners, the OMH CMHLRP provides up to $30,000 in loan repayment over a three-year period.
  • For psychiatric physician assistants, the OMH CMHLRP provides up to $30,000 in loan repayment over a three-year period.

A total of $3 million annually is available to fund the OMH CMHLRP during FY 2024-25. These funds will support a minimum of 120 awards. During the FY 2023-2024, Round 2 continued to fund additional awards to eligible psychiatrists and NPs in designated community health settings thought New York State and expanded to include eligible psychiatric physician assistants (PAs).

For the 2024-2025 FY, $3 million annually remains available to fund additional awards for the OMH CMHLRP during FY 2024-25. These funds will support a minimum of 120 awards for psychiatrists, psychiatric nurse practitioners and psychiatric physician assistants. Providers of licensed community mental health programs in one of the two below specified program categories may apply on behalf of eligible staff:

  • Inpatient/CPEP: Licensed providers of Article 28 hospital inpatient psychiatric units, Article 31 freestanding inpatient hospital programs, Comprehensive Psychiatric Emergency Programs (CPEPs), and Residential Treatment Facility – Children & Youth.
  • Outpatient: Licensed providers of Article 31 outpatient programs including Assertive Community Treatment (ACT) teams, Continuing Day Treatment (CDT), Children’s Day Treatment, Partial Hospitalization (PH), Personalized Recover Oriented Services (PROS), Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) and Crisis Stabilization Centers (Intensive & Supportive) or licensed providers of crisis residence programs including Children’s Crisis Residence, Intensive Crisis Residence, and Residential Crisis Support.

OMH has assigned an Issuing Officer for this project. The Issuing Officer or a designee shall be the sole point of contact regarding the RFA from the date of issuance of the RFA until the issuance of the Notice of Conditional Award. To avoid being deemed non-responsive, an applicant is restricted from making contact with any other personnel of OMH regarding the RFA. Certain findings of non-responsibility can result in rejection for a contract award. The Issuing Officer for this RFP is:

Addiction Professionals Scholarship Program at Community-Based Organizations

The New York State Office of Addiction Services and Supports (OASAS) will provide Addiction Professionals Scholarship Program funds to nine (9) community-based organizations throughout New York State for:

  • The Credentialed Alcoholism & Substance Abuse Counselor (CASAC) 350-hour certificate program and the Credentialed Recovery Peer Advocate (CRPA) 50-hour certificate program at Alcohol & Drug Awareness Council of Orange County; Exponents Center for Personal and Professional Development; and Helio Health and
  • The Credentialed Alcoholism & Substance Abuse Counselor (CASAC) 350-hour certificate program at The Addictions Care Center of Albany; DePaul’s National Council on Alcoholism and Drug Dependence – Rochester Area; Farnham Family Services; Outreach Training Institute; Samaritan Daytop Village; and St. Joseph’s Addiction Treatment & Recovery Center.

OMH Funding Opportunity: $5 Million to Strengthen Community Wellness and Trauma Recovery

The New York State (NYS) Office of Mental Health (OMH) released a Request for Proposals (RFP) seeking 20 organizations to implement wellness strategies in collaboration with local communities. This initiative aims to foster resilience, reduce the impact of trauma, and support recovery through community-driven mental health promotion. Applicants should include a description of their current work within local communities, identify at least one community partner (this can be a new partnership), and provide a detailed plan for implementing a wellness support strategy (e.g., arts-based activities or peer mentoring programming).

A total of $5 million annually will be available to fund up to 20 organizations across the state. Each contract will provide a maximum of $250,000 per year for up to three years. The number of organizations OMH intends to fund per region is as follows:

  • New York City: 8
  • Central: 2
  • Hudson River: 4
  • Western: 3
  • Long Island: 3

Eligible applicants include not-for-profit 501(c)(3) agencies or for-profit agencies based in NYS. Applicants do not need to be licensed or funded by OMH.

OMH Funding Opportunity: New York Peer Specialist Independent Practice Association

The New York State Office of Mental Health has issued a Request for Proposal to operate a New York Peer Specialist Independent Practice Association.

As the demand for qualified and competent peer support staff grows, and the disciplines of family and youth advocates and peer specialists continue to evolve and expand, the need for high quality, evidence-based professional support becomes paramount to the success of these professions. OMH is committed to advancing and promoting the professional development and in-discipline support and supervision of the Peer Support Service professions.

The New York Peer Specialist Independent Practice Association will work with partner organizations to develop, nurture and support collaboration, share strengths and promote these elements of professional development for the New York Peer Specialist workforce. The IPA aims to expand the availability of peer support services statewide, increasing the quality of peer support services and favorable outcomes of the practice of peer support.

This initiative focuses on New York Certified Peer Specialists with the expectation of collaboration with peer support workers across the lifespan – the three disciplines overseen by OMH: Credentialed Family and Youth advocates, and Certified Peer Specialists. The IPA does this through strategic partnerships with Peer Support organizations and connections to provider organizations implementing peer services, statewide. The goal is the continued development and support of a peer support workforce that possesses the skills and knowledge needed to effectively engage in their work through training for the workforce and entities implementing peer support work, technical assistance, and professional support and mentorship.

OMH Funding Opportunity: Reallocation of a Community Residence, Oneida County

The New York State Office of Mental Health has issued a Request for Proposals for the reallocation of a Community Residence in Oneida County. This procurement opportunity is for the redevelopment and operation of an eight-unit program for individuals recovering from a serious mental illness. All housing units target adults with serious mental illness or who have a co-occurring substance use disorder. OMH is committed to investing in community-based services that will reduce the demand for psychiatric hospitalization and long lengths of stay in inpatient settings.

OMH Funding Opportunity: Forensic Assertive Community Treatment, Central New York Region

Application Due Date: January 22, 2026 by 2:00 pm EST

The New York State Office of Mental Health has issued a Request for Proposals to develop one Forensic Assertive Community Treatment team in the Central New York Region.

ACT takes a holistic approach to treating serious mental illness, serving people who haven’t had success in the traditional mental health treatment and rehabilitation system. Forensic ACT builds on the ACT model, making use of adjustments that are based on involvement in the criminal justice system to address risk and protective factors associated with arrest and recidivism.
