Community Mental Health Loan Repayment Program:
Psychiatrists, Psychiatric Nurse Practitioners, Psychiatric Physician Assistants

The New York State Office of Mental Health has issued a Request for Application (RFA) for a minimum of one-hundred twenty (120) OMH Community Mental Health Loan Repayment Program (OMH CMHLRP) awards with the purpose of recruitment and retention of psychiatrists, psychiatric nurse practitioners (NPs), and psychiatric physician assistants (PAs).

For licensed programs, the OMH CMHLRP is awarding State Aid grants for loan repayment for both eligible existing or newly hired psychiatrists, psychiatric nurse practitioners, and psychiatric physician assistants in designated community mental health settings throughout New York State as follows:

  • For psychiatrists, the OMH CMHLRP provides up to $120,000 in loan repayment over a three-year period.
  • For psychiatric nurse practitioners, the OMH CMHLRP provides up to $30,000 in loan repayment over a three-year period.
  • For psychiatric physician assistants, the OMH CMHLRP provides up to $30,000 in loan repayment over a three-year period.

A total of $3 million annually is available to fund the OMH CMHLRP during FY 2024-25. These funds will support a minimum of 120 awards. During the FY 2023-2024, Round 2 continued to fund additional awards to eligible psychiatrists and NPs in designated community health settings thought New York State and expanded to include eligible psychiatric physician assistants (PAs).

For the 2024-2025 FY, $3 million annually remains available to fund additional awards for the OMH CMHLRP during FY 2024-25. These funds will support a minimum of 120 awards for psychiatrists, psychiatric nurse practitioners and psychiatric physician assistants. Providers of licensed community mental health programs in one of the two below specified program categories may apply on behalf of eligible staff:

  • Inpatient/CPEP: Licensed providers of Article 28 hospital inpatient psychiatric units, Article 31 freestanding inpatient hospital programs, Comprehensive Psychiatric Emergency Programs (CPEPs), and Residential Treatment Facility – Children & Youth.
  • Outpatient: Licensed providers of Article 31 outpatient programs including Assertive Community Treatment (ACT) teams, Continuing Day Treatment (CDT), Children’s Day Treatment, Partial Hospitalization (PH), Personalized Recover Oriented Services (PROS), Mental Health Outpatient Treatment and Rehabilitative Services (MHOTRS) and Crisis Stabilization Centers (Intensive & Supportive) or licensed providers of crisis residence programs including Children’s Crisis Residence, Intensive Crisis Residence, and Residential Crisis Support.

OMH has assigned an Issuing Officer for this project. The Issuing Officer or a designee shall be the sole point of contact regarding the RFA from the date of issuance of the RFA until the issuance of the Notice of Conditional Award. To avoid being deemed non-responsive, an applicant is restricted from making contact with any other personnel of OMH regarding the RFA. Addiction Professionals Scholarship Program at Community-Based Organizations

The New York State Office of Addiction Services and Supports (OASAS) will provide Addiction Professionals Scholarship Program funds to nine (9) community-based organizations throughout New York State for:

  • The Credentialed Alcoholism & Substance Abuse Counselor (CASAC) 350-hour certificate program and the Credentialed Recovery Peer Advocate (CRPA) 50-hour certificate program at Alcohol & Drug Awareness Council of Orange County; Exponents Center for Personal and Professional Development; and Helio Health and
  • The Credentialed Alcoholism & Substance Abuse Counselor (CASAC) 350-hour certificate program at The Addictions Care Center of Albany; DePaul’s National Council on Alcoholism and Drug Dependence – Rochester Area; Farnham Family Services; Outreach Training Institute; Samaritan Daytop Village; and St. Joseph’s Addiction Treatment & Recovery Center.

OMH Funding Opportunity: Partial Hospitalization Program for Children

The New York State Office of Mental Health announces the availability of funds for the expansion of the Partial Hospitalization Program (PHP) for children and adolescents throughout New York State. The goal of this award is to expand access to services for children with serious emotional disturbance (SED) and their families at a critical time in their lives which they need to thrive and remain engaged in the community. OMH intends to issue 20 awards, statewide. Of these awards, 8 will be earmarked for providers proposing serve areas with critical need due to the absence of this program type and its affiliated services. These critical need areas include the following Economic Development Regions and specific Boroughs of New York City: Central New York, Mohawk Valley, North Country, Southern Tier, Western New York, Staten Island, Bronx and Brooklyn.

OMH Funding Opportunity: Farmers Supporting Farmers

Application Due Date: February 20, 2025

The New York State Office of Mental Health is pleased to announce the availability of funds for one organization or agency with statewide capacity to implement a Farmers Supporting Farmers program to offer peer support and promote the financial and mental wellbeing of farmers and their families.

The RFP was developed in response to the well-documented link between economic crises and stress putting farmworkers and families at an increased risk for poor behavioral health outcomes. Farmers and agribusinesses often navigate economic challenges and emotional stress. This funding will provide farmworkers and families with technical assistance to address their business and financial needs, along with wellness supports to promote improved behavioral health outcomes.

Eligible applicants must have demonstrated expertise working with rural communities and missions that include providing outreach and support to farmers and their families.

Agencies interested in responding to this Request for Proposal are strongly encouraged to submit a Letter of Intent to Bid to the OMH Issuing Officer by February 20, 2025. The Letter of Intent to Bid shall be non-binding.

OMH Funding Opportunity: Statewide Youth and Teen Mental Health First Aid Program

Governor Hochul announced today that $10 million in State funding is available to offer a statewide Youth and Teen Mental Health First Aid program. The State Office of Mental Health will administer the funding to develop a training and certification program that helps New Yorkers identify, understand and respond to signs of mental illnesses and substance use disorders in young people who may be experiencing a crisis.

“Young New Yorkers are facing unprecedented mental health challenges, and we must take action to support them,” Governor Hochul said. “This statewide training program will empower teachers, caregivers and teens to recognize and assist those in need – bettering their health and that of those around them.”

OMH is providing $10 million over five years for a not-for-profit organization to create or expand Youth Mental Health First Aid and Teen Mental Health First Aid training and certification programs. Governor Hochul secured this funding in the FY25 Enacted Budget and laid out plans to further expand the initiative in her 2025 State of the State address, calling for a statewide roll out of a Teen Mental Health First Aid program in high schools to drive a generational culture change.

OMH Funding Opportunity: Developing six Home-Based Crisis Intervention Programs
serving dually diagnosed individuals

The New York State Office of Mental Health announces the availability of funds, through a competitive Request for Proposal process, for developing six new Home-Based Crisis Intervention programs that will solely serve those dually diagnosed with mental health and intellectual or developmental delays. The goal of the funding is to support a statewide effort to strengthen children’s mental health and crisis resources.

HBCI is a community-based, short term, intensive crisis program designed to avert psychiatric hospitalizations and placements for youth ages 5 years to 20 years, 11 months experiencing an acute mental health crisis.

Applicants should have demonstrated expertise working in the community with intellectually and developmentally delayed children and youth experiencing a mental health crisis.

The awardees will help ensure that children and youth in acute mental health crisis can remain safe at home, avoid an unnecessary psychiatric hospitalizations or residential treatment, and that they and their families can learn strategies for ongoing stability.

OMH Funding Opportunity: Adult Critical Time Intervention Round Three – five awards

The New York State Office of Mental Health announces the availability of funds to develop five Adult Critical Time Intervention Teams, including:

  • One Rural CTI Team in the Western Region for hospitals in Chautauqua County.
  • One Rural CTI Team in the Western Region for hospitals in Cattaraugus County, also serving Allegany County.
  • One CTI Team in the Western Region for hospitals in Erie County, also serving Genesee, Niagara, Orleans, and Wyoming counties.
  • One Rural CTI Team in the North Country Region for hospitals in St. Lawrence County, also serving Franklin County.
  • One Rural CTI Team in the North Country Region for hospitals in Clinton County or Warren County, also serving Clinton, Essex, Warren, and Washington counties.

These CTI Teams will serve individuals during a critical transition time who have mental illness and who have not been successfully engaged in services during or after critical times in transition.

The CTI model is an evidence-based approach that is a time-limited, phase-based care management service designed to help vulnerable individuals during critical times of transition in their lives. CTI promotes community integration, self-advocacy, and access to ongoing support by helping individuals develop and utilize strong ties to their professional and non-professional support systems during and after these transition periods.

CTI includes assertive outreach and engagement with individuals in higher-level of care settings as well as in the community with a focus on addressing key social care needs at the individual level. CTI places emphasis on helping individuals build skills and strengthen linkages to ongoing sources of support that will remain in place after the time-limited CTI intervention ends.

OMH Funding Opportunity: Developing Critical Time Transition Programs for Children, Youth, and Families

Application Due Date: April 8, 2025 by 2:00 pm ET

The New York State Office of Mental Health announces the availability of funds, through a competitive Request for Proposal process, for developing four new Critical Time Transition Programs for Children, Youth, and Families that will serve youth with mental health challenges and complex needs boarding in hospital settings. This funding will support a statewide effort to strengthen children’s mental health and crisis resources. The CTTPs will be located in the Mohawk Valley, Western New York, Long Island, and New York City.

CTTP is comprised of a Critical Time Intervention team and a Transitional Residential Setting with allowance for up to a 120-day stay. The goal of CTTP is to facilitate the critical transition to the community for youth ages 11 to 17 languishing in an Emergency Department or boarding in a hospital. These youth and their caregivers require immediate access to a variety of services, such as critical time transitional supports, mental health/behavioral treatment and support, interpersonal and rehabilitative skills training, maintenance and continuity of their educational setting/program, intensive family/caregiver education/support/advocacy to facilitate engagement, coordination of all stakeholders and service providers, and, as needed, a transitional home-like environment to stay and access to supportive, temporary educational programming.

Applicants should have demonstrated experience providing inpatient or residential services to children/youth and their families, and care management and/or behavioral health services to youth and their caregivers. The awardees will help ensure that youth can remain safe in the community, avoid unnecessary psychiatric hospitalizations, Emergency Department visits, and/or residential treatment, and that they and their caregivers can learn strategies for ongoing stability.
