HEADS UP: CDPHP exiting CHP & Medicaid/HARP in many counties

Following is a letter sent by the NYStateofHealth to DOH navigators informing them that CDPHP is withdrawing from the Child Health Plus and Medicaid/HARP programs in  many counties, effective 7/31/23.  There are 3 letters attached to this email, for your reference.

Dear Assistor Agency:   

We are writing to notify you that CDPHP will be withdrawing from multiple counties in Child Health Plus and Medicaid/HARP programs effective 7/31/23.    

  • The counties they are withdrawing from for MA/HARP are Broome, Clinton, Essex, Franklin and Tioga (Medicaid – 5,937 members, HARP – 220 members)
  • The counties they are withdrawing from for CHPlus are Broome, Chenango, Clinton, Delaware, Dutchess, Essex, Franklin, Herkimer, Madison, Oneida, Orange, Otsego, Tioga and Ulster (CHPlus – 1,322 members)

CDPHP began mailing notices to impacted enrollees on June 1, 2023.  Copies are attached for your reference.    

For Medicaid, individuals who do not select a new plan will be auto-assigned to a different plan.  For CHPlus, since there is no auto-assignment, children who do not select a new plan will be disenrolled on 7/31/23.  To prevent that, we are requesting that assistors help outreach these members to assist them with selecting a new plan.  Next week, we will be providing lists to the primary contacts of assistors who helped these families initially and request that you perform outreach to be sure they select a new CHPlus plan.    We will also include a list of plans available in each county.

Please note, individuals do not need to perform a full life status change (LSC) to change plans unless they are due to renew.  Directions on how to change plans without completing a full LSC are attached. 

This email is being sent to primary contacts of assistor agencies that serve any of the impacted counties. Please share this correspondence with any assistors that provide application assistance to consumers in the counties listed above.
