Over the weekend we sent some information to NYS Council members regarding the requirement on MCOs to pay the Children’s ARPA funds to eligible providers by October 20, 2023. The funds in question are for providers that operate 1915(c) Children’s Waiver Home and Community Based Service (HCBS), Article 29-I Health Facilities, and Children and Family Treatment and Support Services (CFTSS) Providers.
Also over the weekend we asked DoH a question about the timeframe for providers to spend these funds and the answer is below (italics in yellow highlight). This information should be treated as unofficial until DoH reiterates it during an upcoming Webinar but for now, we wanted to share it with you.

Also attached are the most recent versions of the draft updated HCBS Referral Form and draft updated HCBS Authorization and Care Manager Notification Form, discussed during the meeting. Hi Lauri – We are putting together an updated FAQ regarding use of ARPA funds and will be reviewing questions with HCBS providers during an October 18th webinar. We intend to establish a September 30, 2024 deadline for expenditure of the funds.
