This morning the NYS Council sent a letter to Commissioners Sullivan and Cunningham (attached) urging them to pursue the administrative appeal process SAMHSA has in place for states impacted by the recission of federal block grant supplemental funds. The turnaround time for filing the appeal is tight, but (as we discussed this morning) it is so important for our state leaders to pursue a multi-pronged strategy to ensure full restoration of funding and to secure future viability of essential mental health and substance use disorder services.
According to the National Council, states have 15 days from the date of the notice of termination to request an appeal (deadline is April 8). and that reimbursement can be requested for obligated funds which have been terminated but were incurred prior to the effective date of termination and must be submitted by the state no later than 90 calendar days from the effective date of the termination.
